  一、北斗三号工程建设提前半年完成

  北斗三号 2009 年 11 月启动建设,历经关键技术攻关、试验卫星工程、最简系统、基本系统、完整系统五个阶段,提前半年完成全球星座部署,开通全系统服务,实现了建成即开通、开通即服务。

  关键核心技术方面,北斗三号实现了自主可控,400 多家单位、30 余万科技人员攻克了星间链路、高精度原子钟等 160 余项关键核心技术,500 多种器部件突破国产化研制,北斗三号卫星核心器部件国产化率达到 100%。

  2017 年 11 月起,两年半的时间高密度发射了 18 箭 30 星,建成 40 余个地面站,快速形成星地一体化运行能力。

  二、系统功能强大性能一流

  北斗三号支持导航定位、通信数传两大功能,可提供定位导航授时、全球短报文通信、区域短报文通信、国际搜救、星基增强、地基增强、精密单点定位共 7 类服务,是功能强大的全球卫星导航系统。

  性能指标方面,北斗三号全球范围定位精度优于 10 米、测速精度优于 0.2 米/秒、授时精度优于 20 纳秒、服务可用性优于 99%,亚太地区性能更优。

  此外,根据全球连续监测评估系统最近一周的测算结果,北斗系统的全球实测定位精度均值为 2.34 米,而结合地基增强、精密单点定位,还能提供最高厘米级定位服务。

  作为北斗系统的传统强项,短报文通信服务也进行了升级拓展,区域通信能力达到每次 14000 比特(1000 汉字),既能传输文字,还可传输语音和图片,并支持每次 560 比特(40 个汉字)的全球通信能力。

  星基增强服务具备一类垂直引导进近(APV-I)能力,填补我国星基增强服务空白。

  国际搜救服务检测概率优于 99%,具备返向链路确认特色能力,显著增强遇险人员求生信心。

  在前期已发布的有关文件的基础上,北斗系统今天还发布了定位导航授时(B2b)、星基增强(BDSBAS-B1C)、地基增强、精密单点定位(PPP-B2b)、国际搜救共五类服务的接口控制文件,北斗官方网站同步上线,而区域短报文通信、全球短报文通信两类服务的接口控制文件将定向发布。

  三、综合效益显著成果丰硕

  目前,北斗系统已全面服务交通运输、公共安全、救灾减灾、农林牧渔、城市治理等行业,融入电力、金融、通信等国家核心基础设施建设。
