17日，微信官方发布“关于《微信外部链接内容管理规范》调整的声明”，全文如下：

近期，工信部对外链管理提出了专项指导意见。微信将落实“以安全为底线”的互联互通，为确保高质量的平台内容和良好的用户体验，整体遵循如下外链开放原则：

1、防止出现违反国家法律法规的行为；

2、防止出现过度获取用户隐私、危害网络信息安全与数据安全的行为；

3、防止出现过度营销、诱导分享等有损用户利益的行为；

4、坚持用户为本，将更多选择权交给用户。

基于以上原则，在监管部门的指导下，外链管理措施将分阶段分步骤实施，第一阶段将于9月17日起开始执行，具体包含：

1、在确保信息安全的前提下，用户升级最新版本微信后，可以在一对一聊天场景中访问外部链接。

2、为用户提供自主选择权。群链接因涉及广大接收方用户，我们将继续开发功能便于用户自主个性化选择。

3、设立外链投诉入口，用户可以举报违法违规外链。平台将按照相应规则处理，并对外链提供平台的管理有效性设立信用分级。

我们将依据相关法律要求，经监管部门审批，以安全为底线来推进“分阶段、分步骤”的互联互通方案。同时，微信也将积极配合其他互联网平台共同落实本次指导意见，探讨在其他平台上顺畅使用微信服务的技术可能性，实现进一步的互联互通。
