近日由于电力供应持续紧张，多个省市地区采取了限电措施，这将对企业的生产造成影响。苹果和特斯拉的几家关键供应商已经宣布中国厂区停产，在新款 iPhone 等电子产品旺季期间，供应链的稳定性将面临风险。

据《日经亚洲评论》报道，苹果和特斯拉的主要机械零部件供应商乙盛精密工业周日表示，该公司在江苏昆山市的工厂从周日到周五暂停了生产，以响应该市停供工业用电的政策。乙盛在公告中指出，停工期间暂以库存维持运营，预计假日或连假安排生产以满足客户需求。

苹果的印刷电路板供应商欣兴电子表示，公司位于苏州和昆山的工厂也需要从周日中午到本月底停止生产，将调动其他制造基地的产能以减轻影响。

据悉，苹果的声学元件供应商康而富控股，在苏州设有厂房，也公告停工 5 日至周四中午，将调用库存以满足客户需求。

该报道指出，在昆山和苏州都设有大型生产基地的 iPhone 主要组装商和硕于周日晚间表示，目前工厂照常运营，但准备好了发电机，以备收到市政府的进一步通知。此外，苹果另一家组装厂商富士康在龙华、观澜、太原和郑州的制造工厂尚未受到电力供应限制的影响。

据知情人士透露，英特尔、英伟达、高通等几家主要芯片封测服务商也接到通知，要求江苏省的厂房停工数日，电子行业的芯片供应将进一步受到冲击。

恩智浦、英飞凌和日月光的半导体封装材料供应商长华科技也公告，9 月 26 日晚间至月底工厂将停工。

17日，微信官方发布“关于《微信外部链接内容管理规范》调整的声明”，全文如下：

近期，工信部对外链管理提出了专项指导意见。微信将落实“以安全为底线”的互联互通，为确保高质量的平台内容和良好的用户体验，整体遵循如下外链开放原则：

1、防止出现违反国家法律法规的行为；

2、防止出现过度获取用户隐私、危害网络信息安全与数据安全的行为；

3、防止出现过度营销、诱导分享等有损用户利益的行为；

4、坚持用户为本，将更多选择权交给用户。

基于以上原则，在监管部门的指导下，外链管理措施将分阶段分步骤实施，第一阶段将于9月17日起开始执行，具体包含：

1、在确保信息安全的前提下，用户升级最新版本微信后，可以在一对一聊天场景中访问外部链接。

2、为用户提供自主选择权。群链接因涉及广大接收方用户，我们将继续开发功能便于用户自主个性化选择。

3、设立外链投诉入口，用户可以举报违法违规外链。平台将按照相应规则处理，并对外链提供平台的管理有效性设立信用分级。

我们将依据相关法律要求，经监管部门审批，以安全为底线来推进“分阶段、分步骤”的互联互通方案。同时，微信也将积极配合其他互联网平台共同落实本次指导意见，探讨在其他平台上顺畅使用微信服务的技术可能性，实现进一步的互联互通。
